Location of turn signal flasher in a 1997 Buick Skylark

My brother is having trouble with his 1997 Buick Skylark. The turn signals do not flash, just come on steady. His hazard flasher work fine, so we do not think it is a bulb problem. Where is the flasher located? can't see anything about it in the owner's manual...
