Hard cold start

I have a hard time starting the chain saw when it is cold even when following the start instructions that are labled on the saw. I found that if I take the air filter off and drop a little fuel in the carb, it starts and runs like a dream. I took the primer hose off the carb and primed it to if fuel was getting to the carb and found fuel is getting to the carb. Please advise...
